Curfew in Leh, Ladakh After Clashes; 50 Detained Amid Tensions

The Indian Union Territory of Ladakh witnesses escalating tensions as authorities imposed a strict curfew in Leh following violent clashes that erupted over statehood and constitutional demands. The unrest began on Wednesday when four people died and over 89 others sustained injuries amid widespread protests organized by the Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA), calling for statehood and the extension of the Sixth Schedule.

Violence broke out during a shutdown called by LAB to escalate discussions with the Centre on their longstanding demands. The situation intensified on Wednesday as protesters clashed with police, leading to instances of arson, including the setting ablaze of the Bharatiya Janata Party (BJP) office and several vehicles. This prompted local authorities to impose an indefinite curfew to restore order in the violence-hit Leh region.

The governor of Ladakh, Lt. Gov. Kavinder Gupta, emphasized the necessity of the curfew to avert further violence. “Curfew has been imposed as a precautionary measure to prevent more casualties,” he stated, underlining the critical need to control the deteriorating situation. Authorities detained around 50 individuals overnight in connection with the violence.

A significant police and paramilitary presence now patrols the streets of Leh and surrounding towns, including Kargil, Nubra, Zanskar, and Drass. Kargil District Magistrate Rakesh Kumar stated, “Prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita have been implemented in the entire district, banning assemblies of five or more persons without prior written consent.”

The unrest initially began when two hunger strikers from the LAB were hospitalized, triggering calls for protest by the youth wing of the organization. Wangchuk, a prominent climate activist leading the hunger strike, concluded his fast amidst escalating hostilities, stating, “I request the youth of Ladakh to stop the violence… We do not want instability in Ladakh and the country.” His appeal came after he saw the rapid deterioration of peace in the area he had strived to protect through peaceful means.

Police officials reported that three of the injured individuals were citizens of Nepal and are investigating the potential involvement of foreign elements in the unrest. They also warned that as tensions simmer, it is crucial to maintain peace in the region.

The home ministry expressed its commitment to addressing the aspirations of the Ladakhi people, ensuring “adequate constitutional safeguards” while claiming that the unrest was fueled by politically motivated statements designed to undermine progress in talks with civic leaders. The next negotiating round is set for October 6.

Public safety measures also now restrict the use of loudspeakers and public address systems without official permission. The curfew, while enforcing order, severely affects local businesses and daily life, heightening community frustrations.

The home ministry’s statement alleges that politically motivated individuals, dissatisfied with the ongoing discussions, instigated the violence. This claim came amidst accusations that the unrest was driven by provocation rather than genuine grievances.

While the region grapples with unrest, experts express concern over the long-term implications of the situation. Political commentator Dr. Neeraj Sharma noted, “This unrest signals deep-seated dissatisfaction among the youth in Ladakh, which needs to be addressed sincerely by the Centre.” He urged for genuine dialogue and resolution to prevent the escalation of violence.

As the curfew remains in effect, local residents expressed mixed feelings. Some laud the strict measures to ensure safety, while others bemoan the curtailing of their rights to protest and express grievances. A local shopkeeper, Tashi Dolma stated, “We just want our voices to be heard peacefully. Violence does not lead to progress for our people.”

As the people of Ladakh await further developments, they hope for a resolution that honors their cultural identity and aspirations while ensuring peace and stability in the region. The unfolding situation will require deft political handling and community engagement, considering the nuanced demands of the locals.
