ECI Deploys Central Observers for Bihar Assembly Polls & J&K

The Election Commission of India (ECI) announced the deployment of Central Observers for the upcoming Bihar Assembly elections and bye-elections in Budgam and Nagrota constituencies. The decision, made on Sunday, aims to maintain the integrity of the electoral process in these regions.

The deployment falls under the ECI’s authority, granted by Article 324 of the Constitution and Section 20B of the Representation of the People Act, 1951. These observers will oversee the smooth conduct of elections in each constituency, ensuring adherence to established protocols.

In Jammu and Kashmir, the announcement has ended speculation regarding long-pending bye-elections in the legislative assembly. The Nagrota seat became vacant after the unfortunate passing of BJP legislator Devender Singh Rana on October 31, 2024. Following his death, political analysts mention his daughter, Devyani Rana, as a potential candidate for the BJP, although no official announcement has been made.

On the other hand, the Budgam seat was vacated by Chief Minister Omar Abdullah who decided to retain his seat in Ganderbal after contesting from both constituencies. The National Conference, which has a significant foothold in Budgam, is yet to name its candidate.

The ECI has mobilized a total of 470 officers for election duties across Bihar and other states conducting bye-elections. This includes 320 IAS officers, 60 IPS officers, and 90 from various other central services.

These Central Observers act as the “eyes and ears of the Commission”, charged with ensuring transparency, fairness, and credibility during the electoral process. Their vital responsibilities encompass:

  • Monitoring the elections under the jurisdiction of the ECI.
  • Overseeing law and order, campaign conduct, and the management of the entire electoral process.
  • Tracking candidates’ election expenses to prevent malpractice.
  • Promoting voter awareness and encouraging participation.

“The observers are entrusted with the crucial responsibility of upholding the impartiality and credibility of elections – the bedrock of democratic polity,” the ECI statement noted.

Looking at the broader electoral context, the ECI is expected to announce the schedule for the Bihar Assembly elections by mid-October. Meanwhile, it has marked October 24, 2025, for biennial elections to fill four vacant Rajya Sabha seats from Jammu and Kashmir, further emphasizing its commitment to ensuring a comprehensive electoral process in the region.
